— Right to information — Responsibility of citizen to show public interest and transparency while seeking information — Scope — The petitioner, by invoking the jurisdiction under Article 199 of the Constitution, 1973 has challenged the legality of an order passed by Sindh Information Commission whereby his application for disclosure of information has been declined — Held; the exercise of the right to information is subject to regulation and reasonable restrictions imposed by law — For seeking access to such information a person has to mention the significance of such information by showing the public interest and the transparency — The petitioner failed to submit any reasonable response to show any error or illegality in the impugned order, nor could show any matter of public importance in his seeking information and could not make out a case to invoke constitutional jurisdiction and accordingly, the petition is dismissed in limine along with listed application. — Right to information — Scope — According to the injunctions of Islam, consultation is recommendatory upon the authorities, policy makers and the stakeholders — Islam gives liberty to every citizen or a group of citizens to object and raise questions on any issue of governance, for which they want clarification, and the government is supposed to answer all such questions.
